Gary has co-authored numerous articles and working papers discussing quality improvement implementation strategies, conducted executive workshops for many organizations. He has lectured frequently as a guest speaker on the three strategic dimensions of quality at the J. L. Kellogg Graduate School of Management at Northwestern University. He also chairs and/or keynotes quality and productivity enhancement conferences throughout the U.S. and Europe. Gary has worked through the International Finance Corporation (member of the World Bank Group) to assist Central European countries as they transition to free-market economies. He also conducts executive workshops in South America and New Zealand to introduce leading-edge quality approaches to governments and major corporations.
During the development of the Malcolm Baldrige National Quality Award, Gary assisted the U. S. National Institute of Standards and Technology in defining the Award criteria. Over the next eight years, he continued to help the National Institute to redefine the Baldrige criteria, especially in the areas of Leadership, Information/Analysis, Human Resources and Customer Focus and Satisfaction. In addition, he was a Senior Examiner for the Malcolm Baldrige National Quality Award for six years. Gary has received the highest commendation from two U. S. Secretaries of Commerce in the Reagan and Clinton administrations for outstanding service to the nation.
